MNGT 5000 May 14, 2010 Term Paper There are many issues that companies face every day that could potentially be managed in a different way. The issue that I would like to review is an issue that is in the forefront of the news these days. It is hard to say when there might be some sort of resolution to this issue, based on the size and impact to the environment and economy. The most recent issue occurred on April 20, 2010. This was when the Deepwater Horizon oil rig exploded and sunk into the Gulf of Mexico 2 days later. Along with this explosion, there were 11 people reported missing and are assumed dead.The larger problem that British Petroleum has experienced since this explosion is a blow out preventer (BOP) that failed. This failed BOP has caused a horrible oil leak that is gushing from the ocean floor. The initial estimates were that the leak would be around 1,000 barrels or 42,000 gallons per day. This number has since skyrocketed from the initial estimates. As of May 13, this number is now thought to be as high as 70,000 barrels per day, or 2,940,000 gallons. With the amount of oil that is leaking into the Gulf of Mexico from this incident give it the potential to be the worst oil spill in US history.The previous largest oil spill in US history was the Exxon Valdez Oil Spill that occurred on March 24, 1989. As a comparison, the Valdez spill lost 250,000 barrels of oil, or 10,500,000 gallons. It was not until 1992 that the clean up from this spill was completed. From the estimated numbers, the current spill will eclipse the Valdez spill in only a matter of days. Given the fact that the Valdez spill took 3 years to clean up, we can only speculate as to how long it might take to clean up the effects of the Deepwater Horizon. The main problem that BP is immediately faced with is how to control and stop the Deepwater Horizon leak.There have been many suggestions as to what approach they should take. British Petroleum has had to utilize the planning process a nd try to implement several different strategies since April 22, 2010. While the typical planning process might take several weeks or months, BP had to speed this process up. Their goal is to try and minimize the impact to the Gulf of Mexico and the surrounding environment. Planning is necessary to help drive a structured process for making decisions about the goal they are trying to reach. There are 6 main steps involved in a formal planning process.The first step in the planning process is situational analysis. This first step most likely started for BP on April 20th after the explosion happened. This is when all relevant information about the plan is gathered, interpreted and summarized. For this situation, it most likely included studying past events, the current conditions and trying to forecast future events. The next step in the planning process is to review alternative goals and plans that might have been identified through the situational analysis. A goal is a certain targe t that is set by a manager that they hope to reach.The alternative goal that BP needs to try to achieve as quickly as possible is to stop the leak that is gushing from the ocean floor. The book Management: Leading & Collaborating in the Competitive World outlines a very helpful acronym to ensure you gather certain qualities in the goals you set. The acronym identified is SMART. This stands for Specific, Measureable, Attainable, Relevant and Time-bound. There are parts of this acronym that are a little more sensitive for BP than some of the other pieces. The time bound is the part that sticks out in my mind.The longer it takes to contain the leak from the ocean floor, the larger the impact to the environment and to BP financially. As of May 13, the oil has been leaking from the Deepwater Horizon site for 24 days. It appears that BP has come up with many alternative plans to try and address and contain the oil leak that the failed BOP has created. Next we will review the different pla ns that BP has established and how some of them have been working so far. A plan is defined as how the management staff plans to achieve the outlined goals. BP has presented several plans that they will use to try and achieve their goal.The first plan that they will try to implement is to lower a containment box over the leak that will then funnel the oil to the surface and into an oil tanker. This will be the quickest option that they can try to put in place to stop the leak. Another option that they will try to implement at the same time is to drill a relief well, but this could take up to 3 months to complete. Once the alternatives have been reviewed, we move to step three which is to evaluate the goals and plan. All of this planning has to be completed in a very tight time frame for BP, because as the time passes, the oil continues to leak.During this step, management will review the advantages and disadvantages of the alternative goals and plan from step 2. The drilling of a re lief well has a huge disadvantage due to the time frame. This step also includes prioritizing and potentially eliminating some of the goals. Step 4 is the Goal and Plan Selection. After having reviewed and prioritized the goals in the last step, this is where the decision will actually be made on which goal and plan is most feasible. After the selection has been made, the following step is to implement plans to achieve the goals that have been outlined.As of May 7, British Petroleum has started to implement their plan of lowering a container over the leaking well. Once everything is implemented, the final step is to monitor and control the work that is being done. The container was successfully lowered into place, however ice crystals started to form and blocked the pipe that would deliver the oil to the surface. BP has now had to resort to some of their back up or alternative plans. Some other ideas that have been presented in this process include using a smaller containment dome, shooting junk into the well to clog the hole, and siphoning the oil into a tanker at the surface.With these different plans in place, BP will have to ensure that they have a good strategy if another alternate fails. The definition of strategy is a pattern of actions and resource allocations designed to achieve the organization’s goals. Planning and strategy go hand in hand. BP will need to use some strategic management in dealing with this situation. Strategic management is basically a strategic planning process that has six major steps. The first step is to establish a mission, vision and goals. The mission is short statement that describes the purpose of the organization.The vision is what the organization hopes to accomplish in the future. BP has their company mission and vision statement listed on their site as their values. The sites states â€Å"BP wants to be recognized as a great company – competitively successful and a force for progress. We have a fundamenta l belief that we can make a difference in the world. We help the world meet its growing need for heat, light and mobility. We strive to do that by producing energy that is affordable, secure and doesn’t damage the environment.BP is progressive, responsible, innovative and performance driven. † The second step in this process is to do an analysis of external opportunities and threats. This includes understanding the different forces that might affect the company’s mission and vision. This is a unique situation for BP, due to the fact that they are trying to live up to their values, while trying to prevent an environmental disaster that could potentially tarnish their name for quite some time. After reviewing external factors, step 3 is to complete an analysis of internal strengths and weaknesses.There are many aspects to an organization that can be reviewed a couple of key parts to be reviewed would be resources available and core competencies. Resources can fall into two categories, tangible and intangible. Steps 2 and 3 provide a good foundation of information for step 4, which is SWOT Analysis and Strategy Formulation. Once the SWOT analysis is complete, there are several different strategies to consider based on the type of business that is in operation. For BP and this situation, I would think that they would need to implement a functional strategy.Once the type of strategy has been decided upon, step 5 is strategy implementation. During this step, BP would need to ensure that the strategy is being implemented efficiently and effectively. Once implemented, this takes us to the final step, which is strategic control. I believe this control will not be in place until the leak has been contained. In this final step, typically there is a system to help support management in evaluating how the organization is doing with the strategy. Overall, BP has an enormous task that they are faced with. It will take good planning and strategy to resolve the issue as quickly as possible.They are faced with having to contain one of the largest oil spills in US history. It is hard to accurately measure the true amount of oil that is leaking from the well; however there are several estimates of how much oil is leaking per day, ranging from 1000 to 70,000 barrels. As of May 13, 2010, BP has had to resort to alternate plans due to their initial attempt failing. It will be interesting to watch the news and see how BP continues to manage the situation. It is almost guaranteed that the government will intervene at some point, possibly by implementing new laws around off shore drilling.We can only hope that the impact to the environment is not too great, but there have already been reports of dead animals and tar balls washing ashore. It is hard to think that there would be no impact with so much oil leaking into the ocean. I still remember the images from the Exxon Valdez oil spill in 1989. I can only imagine we will start to see some of t he same images in the future from the Deepwater Horizon spill. History of Biligual Education Essay My project was to go and find out about bilingual education’s history, process, and the experts in the field of bilingual education. Bilingualism is the ability to speak two languages fluently. Bilingualists study Bilingualism and bilingual education, which is teaching all subjects in school through two different languages. Bilingual Education was first adopted in Ohio in 1839, due to the increase of German-Americans (Rethinking). By the end of the 19th century, many states had adopted bilingual education laws to meet the demands of new immigrants due to industrialization. When World War I came many Americans changed their views of bilingual education, due to the fear of German-Americans and the government’s new Americanization policies, including English-only instruction. It wasn’t until the Civil Rights Movement Era and the Bilingual Education Act of 1968, when bilingual education was reintroduced into the United States. â€Å"The courts decision in the landmark Lau v. Nichols case required schools to take affirmative steps to overcome language barriers impeding childrens access to the curriculum. Congress immediately endorsed this principle in the Equal Educational Opportunity Act of 1974.†(Rethinking). In California, bilingual education was banned until 1967. In 1967, Governor Ronald Reagan signed legislation (SB 53) that authorized bilingual education, before the Bilingual Education Act of 1968. A blow for bilingual education came in 2002, when President George Bush’s No Child Left Behind Act got rid of the Bilingual E ducation Act of 1968, changing the way people look at bilingual education. In 1998 California, under Ron Unz’s Proposition 227, reverted Ronald Reagan’s SB 53. This Proposition later confirms Bush’s No Child Left Behind Act and the country’s renewed interest in English only instruction, due to the Iraq War. Many critics of bilingual education believe that bilingual education is failed, but proponents of bilingual education feel bilingual education is a better option than English-only instruction. Critics of bilingual education believe that children who receive bilingual education will not be able to help students learn English as well as English-only students. One of the critics of bilingual education, Rosalie Pedalino Porter of the Institute for Research in English Acquisition and Development (READ), believes that â€Å"the expectations for bilingual schooling were threefold: better and more rapid learning of English; better mastery of school subjects; and higher self-esteem among students, which could lead to higher academic achievement and fewer school dropouts. Unfortunately, none of these goals was achievedThe goal [of English immersion] is threefold: early literacy development in English, subject matter instruction in English with a special curriculum, and early inclusion of LEP students in mainstream classrooms for maximum exposure to native speakers of English and for greater integration of diverse student populations(Porter). However, â€Å"controlled studies consistently show that children in such properly organized bilingual classes acquire at least as much English as those in all-English classes and usually acquire more†(Krasen). Another proponent of bilingual education, Jay Greene provided research that â€Å"the use of the native language in instructing limited English proficient children has moderate beneficial effect s and that efforts to eliminate the use of the native language in instruction harm children by denying them access to beneficial approaches†(Greene). In addition to the belief that children who receive bilingual education will not be able to help students learn English as well as English-only students, critics of bilingual education believe that the passage of Proposition 227, caused test scores to increase. Proponents of 227 from the READ Institute argue that, the test scores from 1998-2000, show that minority English language learning students in California have done better on the SAT 9 test than those in bilingual education had done before (Mora). Kenji Hakuta, shows in his article, Points on SAT-9 Performance and Proposition 227, â€Å"test scores rose in districts in California that kept bilingual education, as well as in districts that never had bilingual education† (Hakuta). In addition, â€Å" Scores increase about 1.5 to 2 points per year after a new test is introduced. Thus, test score inflation accounts for about half of the increase in grades two and three in the SAT9 reading test since 1998, and all of the inc rease in grades four through seven SAT9 reading scores in California have actually declined slightly in grades eight through eleven†(Linn et. al). Research done by these bilingualists show that Proposition 227 has not increased the minority English language-learning students in California’s English skills. Critics of bilingual education believe that poorly trained teachers and complicated bilingual education structures cause more confusion than English-only programs. Susan Headden, writing in U.S. News World Report, comments, â€Å"Poorly trained teachers further complicate the picture. . . . The paucity of qualified candidates has forced desperate superintendents to waive some credentialing requirements and recruit instructors from abroad. The result is teachers who themselves struggle with English† Advocates cite that just because bilingual education needs improvement doesn’t mean it should be eliminated. Critics of bilingual education look at the success of Canada’s French immersion policy in schools. In kindergarten and first grade native-English speakers are taught entirely in French. Then gradually, English is introduced and by the end of elementary school, most students become fluent in French and English. However, more impressive is the bilingual education of European countries. Since there are eleven different official languages of the European Union, students are taught multiple languages .The study of first foreign language begins in first year of primary school, then an additional language is added in the second year of secondary school and the fourth year of secondary school. The paper also highlights about North America free trade agreement and its relation and effects to both Brazil and Mexico. The J curve: A reduction in the value of a currency as compared to different monetary units varying from one country to the other is what is referred to devaluation. In relation to a country’s trade balance and in which case there is a devaluation this is what is referred to as the J curve. A country’s exchange rate may be lower therefore meaning that exports are much cheaper than the imports. If imports are more expensive it means that the local consumers will find it very hard to buy the imported goods due to their costly prices. Also when the exports are cheaper it means that the foreign consumers will enjoy the affordability of the prices and they will buy more of the exported products and services. In the case of a lower exchange rate it means that the prices of exports are very much lower than those of the imports. Exports sell fore very little foreign currency and hence the foreign consumers buy more due to the low prices. This means that the consumption of the exported goods is higher and hence there is an increase in the exports due to their affordability and also their competitive prices. On the contrary the local consumers cannot afford the imported products since their prices are costlier. It also means that the consumption of imported products by the domestic users will go down due to their being unaffordable though eventually the trade balance may get back to what it was initially. The only reason that may ensure that the imports and exports volumes remain as they were before e is the contracts in a case where there had been an agreement to supply certain products and at a certain price. It means that the both volume and also the reduction in the value of the currency will remain at the same level. However devaluation causes the increase in prices of the imported products, therefore increasing the overall expenses of the imports. It makes the total amount used in imports to increase. For a long period of time devaluation can ensure that the local consumer prefers to buy local products since they are more affordable to them thus keeping away from the imported goods which are much more expensive. Also the demand for exported goods and services goes up. Since the foreign consumers find them more affordable and they find their prices very competitive. Foreign consumers may continue buying the imported goods and keep away from their domestic products since the imported products and services are much cheaper and more affordable to them than their own domestically available products and services. Outward and inward Investment Brazil is an outward investor. Its outward investment has increased over the years although t has also been fluctuating. Brazil practiced foreign direct investment widely, even though it kept fluctuating and sometimes rising sharply. Brazil’s outward investment is directed towards other countries. There has also been a reduction in infrastructure investment, but due to its outward investment it has not affected its company’s labor force. Brazil’s service industries do not require very large investments of capital and still it has managed to provide remarkable services to its foreign clients. It also considers outward investments for financial gains more than anything else. This means that great emphasis is laid on financial transactions other than gains in other services. A large share of Brazils output is through exports. The biggest challenge they face in investing outwardly is inadequate information about markets as well as regulations and rules in those countries where they consider investing. They also face competition from products form other countries and international markets as well as imported products available in their market. In this case they are required to establish key markets of their interests and also create an asset base in order to increase potential for outward foreign direct investment. On the other hand Mexico is open to inward investment. A fall in foreign direct investment prompted Mexico to attract very little international and foreign investments. Domestic investment has also gone down; most of its foreign investment is in ventures held jointly with Mexican firms. Mexico is not as wealthy as Brazil due to its poorly performing public sector but it has been seen to multiply its growth in income. It also has a very authoritative system which was expected to produce high quality public policies with very positive effects. Its policy stability is enhanced by political continuity. Public policies Both Brazil and Mexico are said to be the most attractive in Latin America for foreign investment although Brazil is expected to replace Mexico thus becoming the most attractive while Mexico will fall in the second place. Brazil would like to solidify its position as an emerging country. All rounded in policy making. The country would like to come up with a strategy of development and high level of growth. They have put in place strategies of innovation. Enhanced by agricultural and other fields experts. However thy have faced challenges in trying to implement their innovations. Although their funding for the innovations as well as better legislation has enhanced an improvement achieving the innovations. Major challenges include the lack of clear government guidelines, poor coordination of innovation policies by the government. In Brazil domestic policies are not connected to its international agenda. It’s trying very hard to be domestically innovative which is not the case internationally. Labor costs In Brazil an equivalent job, warrants equal pay. Purchasing power parities determine that equal pay occurs when there is an equal purchasing power. This means that the price levels in different countries are eliminated by the currency conversion. In the year 2003 Mexico and Brazil manufacturing workers earned an hourly wage of $2. 48 and $2. 67 respectively. The cost of living in Mexico is much higher than that of Brazil. Mexico is however considered a middle income country. The North America Free Trade Agreement: The North America free trade agreement is not likely to improve the standards of living and employment in Mexico. Infact it is anticipated to hurt the rural employment in Mexico and prompting worker to migrate to the cities as well as to the united states of America. This is due to the fact that the North America free trade agreement focuses on profits other than wages. However its main focus is investments from the United States of America to Mexico. The investment in manufacturing will not address the issue of unemployment in Mexico since the main focus is not on the employees wages but on profits from the investments. This will cause and increase unemployment due to a reduction in the wages. Conclusion: From the above discussion Brazil is an outward investor. Meaning it participates in direct foreign investment. Its investment is directed to other countries, while Mexico is more open to inward investment, this refers to domestic investments and having shares in both retail and wholesale trade. Most of Mexico’s foreign investment is practiced as joint ventures with other Mexican firms. The cost of living in Mexico is much higher than in Brazil where as the labor costs in Mexico are much lower than those of Brazil. Brazil is the most attractive in foreign investment while Mexico is considered to be a middle income country. The North America free trade agreement favors Brazil since it is more economically liberated than Mexico. Since Mexico is not a rich country, though, it is an upwardly developing income country. Its political system is stable and can manage to come up with agreements to solve its social problems. The reason behind Mexico not being very wealthy or why it is not as economically stable as Brazil, is due to it’s under performing public sector. The political system is authoritarian and is favorable for a good economic growth. It has the approval of North America free trade agreement and has no trade barriers. On the other hand Brazil is seen as an emerging country. More developed than Mexico in terms of strategy of development and innovation. Brazil is all rounded in laying down strategies of development and modes of innovation and it has also been seen to implement its innovations and also it is supported by its government is implementing its innovation strategies. Factors That Affect Resistance and Electric Power A report into the electricity practical investigation and problems Samerah Mansha Abstract: This experiment was regarding electricity and its features. The experiment determines factors that affect resistance and electric power. The results showed that by increasing the number of bulbs within the electric circuits affected both electric power and resistance value in both series and parallel circuits. Introduction: The scope of the investigation was to find out the factors that affect resistance within a circuit by constructing series and parallel circuit’s whilst varying the amount of bulbs used. Additionally, a voltmeter was connected within to measure the electrical potential difference in volts between two points within the circuit. An ammeter was also used to measure the current in amps within the circuit. Direct current is known as the continuous movement of electrons from areas surrounded with negative charge to areas surrounded with positive charges through a conducting material such as metal wire. Whilst the intensity of current can vary the general direction of movement stays the same throughout. A common example of a direct current is a battery. Parallel circuits and series circuits are two basic types of electric circuits that can be found within electrical devices. They both differ in terms of where the components are placed within circuit In series circuits there are no branches present thus components are connected one after another in a single pathway, allowing current to follow the circuit from one side to the other side of cell passing through each of the components, one after the other. In a series circuit, if a lamp breaks or even a component is disconnected, the circuit is broken causing all the components within to stop working. The current found in series circuit is found to be the same anywhere within the circuit, whilst the voltage is shared in ratio to resistance. Figure: 1 an example of series circuit. In a parallel circuit, there are multiple pathways between circuit’s beginning and end, whilst different components are connected into different branches of the wire. Therefore the electric current has more than one route to take, thus circuit has the potential to still function even if one path fails, for example if a lamp breaks or a component is disconnected from one parallel wire, the components on different branches are still able to work therefore parallel circuits are more commonly used in household applications. Regardless of how many different paths the circuit has, the total voltage stays the same, as the voltage across each pathway equals to the supply voltage. The current through parallel circuits splits up as it passes through the passageways. Figure: 2 an example of a parallel circuit Electromotive force abbreviated as e.m.f is when charge flows through a cell or battery, it is given energy.The number of joules of energy given to each coulomb of charge that passes through the cell is known as called e.m.f. of cell and is measured in volts (V). It is equal to the potential difference across the terminals of the cell when no current is flowing. Examples of sources of e.m.f are cells, batteries and generator Potential difference (p.d) is known as the amount of electrical energy that is changed into other forms of energy per coulomb of charge. In circuits there are components that put energyinto the circuit and components that take energyout. Any device putting energy into circuit is providing an e.m.f whilst any device taking energy out has p.dacross it.The p.d across an electrical component is needed to make current flow in it. Cells or batteries usually are responsible for the p.d needed. P.d is measured in volts using a voltmeter. Electrical cells are made from materials and chemicals, which have some sort of resistance. Therefore, a batteries and cells must have resistance known asinternal resistance which ismeasured in ohms. When electricity flows round a circuit the internal resistance of the cell itself causes a drop in soruice of voltage whilst resisting the flow of current thusthermalenergy is wasted in the cell itself. Ohms law is commonly used to portray that current flowing through a metal wire is proportional to the potential difference across it, providing that temperature remains constant. Resistance is measured in ohms.ÃŽ ©rthus greater the number of ohms, the greater the resistance. Thus significant risk of electrocution may occur if mains voltage electricity is allowed to pass through the body. The mains voltage was made sure it was switched of when connecting wires and components together. There could be a risk of fire and explosion if electricity is not cabled and fused correctly and if near water. Therefore precautions were taken when mains electricity was. Before any equipment was used they were checked to see any visible damage to the leads and equipment. Method: Firstly a simple series circuit was conducted out using an locktronics electricity kit is which simplifies the process of learning electricity using wires, mains source, voltmeter, ammeter and one light bulb. Secondly, 3 other simple series were conducted out in the same way each increasing the amount of light bulbs used. Lastly, 3 apparel circuits were constructed using the same method as above each increasing the amount of bulbs used within. In each of the series and parallel circuits, the voltage and current was measured. Using the measurements of voltage and current, the values of resistance and electrical power was calculated. Results: See figures 5,6,and 7 The results for the series circuits show that as the number of bulbs increase, the value current and voltage decrease. Apart from 3 bulbs for series circuit the value of amperes should be less as it doesn’t fit in with the general trend. Whereas the in the parallel circuits as the number of bulbs increase the current decrease, whilst the voltage remains the same. Analysis: The values of resistance and electrical power have been calculated. (see figure). The findings show that for the series circuits show that as the number of bulbs increases the value of power and resistance both decrease. However, when there were 3 and 4 bulbs within the circuit the value of resistance remained the same within the circuit which doesn’t fit in with the general trend, therefore figure 3 or 4 may be an anomaly. The calculations show for the parallel circuits show that as the number of bulbs increase the value of electrical power increases, whilst the value of resistance decreases. This graph shows that ohms law has been obeyed as the current flowing through is quiet proportional to the potential difference across. Evaluation: There may have been one anomaly that was recorded within the series circuits between the 3 and 4 bulbs experiment as the current should have decreased but stayed the same. However this could have been because a needle ammeter was used, therefore is subject to one’s opinion thus not entirely accurate, in order to improve this a digital ammeter could have been used to improve reliability. Also the ammeter scale couldn’t be accurately read as there was no gradation between the 1 and 2 values. In order to improve the method more number of bulbs could have been used to show more of an overall trend which would improve validity and reliability of conclusion. In order to improve the reliability and validity of the method a repeat should be conducted of the experiment to achieve average results. Overall, the results match theory thus portraying the results achieved are reliable.

The ad came from a very popular men’s magazine, Maxim, and is targeted directly at young males. It is intended to mislead the reader that it is a factual article, and not an advertisement at all, just from the look of the ad. The article uses headings and title fonts, similar to all of the other article in the magazine. This tricks the reader into starting to read the article without even considering that it is an ad, in hopes they will be taken in by all of their empty promises. From the very beginning the article plays on one of societies biggest weaknesses, that being their self image. Everyone wants to look different in some way, and most people would love to be thinner. The title, â€Å"A Killer Bod In Time For Summer†, misleads people into believeing that they will be able to get into shape fast in no time at all. It also plays on peoples weakness of self-image by conjuring up images of the beach in the readers mind. It does this by mentioning the summer and showing pictures of women in bathing suits. The article also plays on socities laziness by promising quick results with no work. This article also seems to use very sneaky rhetoric and invites the reader to reason fallaciously. The article seems to â€Å"guarantee† that the product burns pounds and shrinks inches in the beginning of the article, but no where else in the article does it mention this guarantee. The ad also states that it was reported by an AP senior nutrition expert, but it fails to make any mention of his name or even what AP stands for. By looking more closely at the article I conclude that AP stands for Alternative Pharmaceuticals, the company who is selling the product, and the reader is then left to question the credibility of the companies own experts. The ad also uses fine print to state that results may vary, and the fine print then goes on to state that the product has not even been reviewed by the FDA.
